THE MASTERS IN THE WORLD

When the Masters establish Their presence in full view of the world, a great change will take place in the relationship existing between humanity and Them. Whereas, until now, They have been remote and removed from close contact with all but a few disciples, in the immediate future the Guides of the Race will foster a deeper and more continuous form of co-operation with mankind. This process, known as the Externalization of the Hierarchy, has already begun and several Masters have established contact with groups on the physical plane. So far, this contact has been restricted to groups working in the fields of economics, administration and science, and to a lesser extent in education, but the time will come when Their inspiration and guidance will be given freely to all the groups working to rehabilitate the world.

THE EXTERNALISATION
OF THE HIERARCHY

  • The Spiritual Hierarchy, also known as the Great White Brotherhood, the Masters of Wisdom, or the Custodians of the Plan, has long functioned subjectively, working behind the scenes of human history. The “externalisation” refers to the gradual reappearance of this inner government of the world in public life, becoming an objective presence on Earth.
  • This emergence is not sudden but follows the Law of Cycles and depends on humanity reaching a stage of maturity, responsibility, and receptivity.


1.  The Central Idea

  • Humanity is described as the middle kingdom, bridging the spiritual kingdom (the Hierarchy) and the animal kingdom. Because of this position, humanity plays a decisive role:
  • Humanity must demonstrate goodwill, right human relations, and group consciousness before the Hierarchy can safely externalise.
  • The crises of war, economics, and ideology (especially the World Wars, which Bailey links to the battle between materialism and spiritual values) were understood as part of the purification preparing humanity for closer cooperation with the Hierarchy.

2.  The Role of Humanity

  • Bailey emphasizes three primary conditions for the Hierarchy’s appearance:
  • The Rebuilding of Humanity’s Common Life – humanity must recognize its interdependence and build right human relations.
  • The Spread of the Goodwill Principle – goodwill, as the lowest aspect of the love of God, must be a guiding force in world affairs.
  • The Reappearance of the Christ – the World Teacher (known in the East as Maitreya, in the West as the Christ) will return, not as a religious figure for one faith, but as the Head of the Hierarchy, guiding all humanity.

3.  Conditions for Externalisation

  • Bailey describes a process unfolding in stages:
  • Stage One: Subjective Impression. The Hierarchy impresses the minds of sensitive disciples and aspirants, stimulating thought and vision.
  • Stage Two: The Work of the New Group of World Servers. This group, composed of men and women of goodwill in every nation, acts as the intermediary between humanity and the Hierarchy, preparing public opinion and creating forms for new values.
  • Stage Three: Objective Emergence. Certain Masters, initiates, and eventually the Christ Himself will be publicly recognized, working openly with humanity.

4.  Stages of Externalisation

The reappearance of the Christ is central to the externalisation. According to Bailey:
  • He will come as the World Teacher, not as a religious founder, but to inaugurate a new age of unity, cooperation, and spiritual synthesis.
  • His work will be to lead humanity into the Kingdom of God, which is not a place but a state of consciousness, the realm of souls.
  • The externalisation of the Hierarchy is inseparably linked with His mission.


5.  The Christ’s Reappearance

  • Bailey distinguishes between three great centers of spiritual life that must be aligned:
  • Shamballa – the Will of God, purpose, power.
  • The Hierarchy – the Love of God, the custodians of the Plan.
  • Humanity – the Intelligence of God, developing goodwill and intelligent cooperation.
  • The externalisation represents a closer relationship between these centers, especially as humanity becomes a conscious participant in the divine Plan.


6.  The Forces Involved

The books stress practical steps for aspirants and disciples:
  • Cultivating meditation as a way to align with the Plan.
  • Developing impersonality, group consciousness, and service rather than personal ambition.
  • Spreading the Great Invocation, a mantram given by the Hierarchy to aid in invoking light, love, and will-to-good.
  • Supporting movements that build unity, justice, and right human relations.


7.  Practical Work and Preparation

Bailey repeatedly stresses that the 20th century world crisis was the prelude to this externalisation. The struggle between materialistic forces and spiritual forces forced humanity to make a choice. Out of the destruction, a new order based on spiritual values was to emerge, making possible the externalisation of the Hierarchy in the Aquarian Age.


8.  The Crisis of Our Time

Ultimately, the externalisation means that:
  • The division between the visible and invisible worlds will lessen.
  • Education, religion, and politics will be infused with spiritual principles.
  • Masters of Wisdom and initiates will work openly in governments, sciences, and cultures.
  • Humanity will take its rightful place as a conscious collaborator with the divine Plan.

9.  The Vision of the Future

The externalisation of the Hierarchy is the destined reappearance of the inner government of spiritual guides who have long inspired humanity. It depends on humanity’s readiness, the spread of goodwill, and the reappearance of the Christ, leading toward a planetary era of light, love, and intelligent cooperation.

  • The New Group of World Servers (NGWS) is presented as humanity’s bridge to the Hierarchy.
  • Members are found in every nation, every religion, every field.
  • Their function: prepare public opinion, foster goodwill, and anchor spiritual impression.

Chapter IV – The Work of the New Group of World Servers

  • Humanity must fight for freedom of the soul.
  • Needed qualities: sacrifice, courage, spiritual will.
  • The Hierarchy will not externalise until humanity has stood firmly for freedom and goodwill.

Chapter V – The Immediate Task before Humanity

  • The “forces of evil” are ancient intelligences rooted in cosmic materialism.
  • They worked through certain Axis leaders and ideologies.
  • They are not destroyed by war alone but by the awakening of the human soul.

Part II (1940–1941) – The Forces Behind the World Situation

Chapter I – The Forces of Evil: Their Nature and Work

  • The Hierarchy invokes higher energies from Shamballa (the planetary center of will and purpose).
  • Three great spiritual festivals are emphasized:
    1. 
    Easter (Christ, love)
    2. Wesak (Buddha, wisdom)
    3. Goodwill Festival (Humanity,
        intelligence)
  • These anchor divine will, love, and light into world affairs.

Chapter II – The Spiritual Forces and Their Agents

Part III (1941–1945) – Humanity’s Preparation for the Reappearance of the Christ

  • The Christ, as Head of the Hierarchy, prepares to reappear.
  • His reappearance is conditioned upon humanity’s invocation.
  • The Great Invocation is given as a tool to focus this demand.

  • Invocation = humanity’s call for light, love, and power.
  • Evocation = response of the Hierarchy and Shamballa.
  • This dynamic interaction is key to the new world cycle.

Chapter II – The Work of Invocation and Evocation

    - recognition of the spiritual Hierarchy,
    - use of invocations and mantrams,
    - celebration of the spiritual festivals.
  • Dogma and sectarianism will give way to living experience of divinity.

    • right human relations,
    • economic sharing,
    • cooperation between nations
  • Democracy is seen as a step towards group consciousness.

Chapter IV – The New World Order

  • Disciples everywhere are called to live as points of light in their environment.
  • They must balance meditation, service, and action in the world.
  • Externalisation depends on their effectiveness.

Chapter V – Discipleship and the Hierarchy’s Work

Part IV (1945–1946) – The Reappearance of the Christ and the Externalisation

  • In 1945, the Hierarchy took the decision to externalise, beginning the slow process of emerging into outer activity.
  • The atomic bomb’s release was permitted by Shamballa to shock humanity into responsibility.

  • The Christ will reappear physically, though not as a religious figure for one faith.
  • He will come as the World Teacher, accessible to all nations and traditions.
  • His return depends on humanity’s readiness, invocation, and goodwill.

  • The NGWS must anchor the Plan in all fields: politics, education, science, religion.
  • They prepare the way for the Hierarchy’s presence.
  • Their service is proof that humanity can be trusted with greater spiritual responsibility.

  • Spreading and using the Great Invocation.
  • Building networks of goodwill and enlightened public opinion.
  • Training in group meditation and service.
